Developing a Disaster Risk Transfer Facility in the Central Asia Regional Economic Cooperation Region - International Consuling Firm , cope of Work : The consultant’s assignment comprises three main parts: (i) development of disaster risk assessments and modeling in all CAREC countries; (ii) design of a regional pilot disaster risk
transfer facility for at least three CAREC countries; and (iii) capacity building and awareness raising activities to sensitize key public and private stakeholders in all CAREC countries about the benefits of disaster risk reduction, risk retention and risk transfer solutions. Disaster Risk Assessments and Modeling. The consultant will support the development of high- Level disaster risk profiles in all CAREC countries for earthquakes and floods by using and developing sophisticated open-source and -access multi-hazard catastrophe risk models as a regional public good. Baseline disaster risk in each CAREC country will be quantified taking into account
expected economic growth and climate change impacts, and the existing coping mechanisms will be Reviewed to estimate the protection gap. To produce high-level disaster risk profiles: onduct consultations and workshops with government agencies in charge of disaster risk management and disaster risk financing, academia, local insurance industry stakeholders and insurance supervisors, and multilateral and bilateral institutions in CAREC countries; Review existing national policies, plans and strategies for disaster risk management and financing, including insurance, past and ongoing projects and initiatives being undertaken by other multilateral and bilateral development partners in this area, and existing risk assessments in CAREC countries;
(iii) Collect and review exposure and historical data on hazards (earthquakes and floods) in CAREC countries and produce high-level disaster risk profiles for all CAREC countries and identify assets at risk and specific social and gender...
